公益事業は、その財やサービスの特性から、参入・退出規制や価格規制に代表されるような様々な規制が課せられてきた。しかし、過度の規制はその産業における競争を阻害し、非効率性を生じさせる原因となることも多い。近年は、企業の効率性を引き出すようなインセンティブ規制や競争政策をいかに設計するかが重要となっている。しかし、その方法はそれぞれの国によって異なっているのが現状であり、政策担当者はどのような規制政策が望ましいのかを模索している。
本書は、このような問題意識のもと、1990年代から2010年までの約20年にわたって日本の公益事業において実施されてきた規制改革をとりまとめたものである。日本の公益事業においては、欧米先進国とは必ずしも同じ改革がなされている訳ではなかった。そして、そういった事実を一人の著者の視点で１冊にまとめた英文書籍は存在していない。本書が、海外の政策担当者や研究者に対して、日本の公益事業の規制改革を理解する一助になれば幸いである。
